The rapid spread of new technology advances in the network communications in recent years, has been making network communication product R & D and manufacturers to pursue the project must be accomplished within the expected time to meet the estimated cost to achieve the quality of customer requirements. The network technology advances in geometric speed since 1990, project management methods must be different from the traditional methodology, and use quantifiable indicators to control the schedule and cost of projects. Today's corporate environment is not simple as past, the former enterprise requires a stable source of orders, the determined delivery schedule as well as have adequate resources, however, times have changed, recently it replaced by a faster technology updates, and more intense competition market. Therefore, it's the first priority of project managers and supervisors to think about how we can be more efficient implementation of the new product development project in the age of increasingly fierce competition. In this paper, we are expecting the early warning of projects and performance appraisal after by using the schedule variance and cost variance as well as the schedule performance index and cost performance index of Earned Value Management. Further EVM experience of the project will be a reference to follow-up for the upcoming new product development project and to achieve continuous improvement.
