Abstract:	本計畫建立一理論模型分析投資地主國政府面對生產效率不同的跨國廠商可能前來直接投資時的最適的污染稅決策。本計畫將以一個三階段賽局來分析地主國政府最適污染稅政策的訂定、跨國廠商進入市場模式的決策均衡，及Cournot市場競爭均衡。本計畫也將延伸考量當外人直接投資具有就業效益或技術外溢效益時，如何影響地主國最適污染稅的訂定，也將考量污染總量管制政策與污染稅政策的效果異同。本計畫的研究可望帶來對外人直接投資理論與環境經濟理論的知識累積，亦有助於開發中國家的政府政策的政策訂定。
