Abstract:	桃園市政府自103年底升格直轄市，並於105年9月21日制定桃園市道路挖掘管理自治條例，隔年訂定桃園市道路挖掘施工維護管理要點，以及成立桃園市道路挖掘管理暨資訊聯合服務中心，以利完善整體管理流程，降低道路重複挖掘頻率，使維生管線品質管理制度更為落實。蒐集道路挖掘相關法令規章、論文、期刊等進行文獻整理及說明，探討桃園市中壢區公所維生管線施作現況品質管理制度面問題及施工過程常見缺失，將分析探討結果製成問卷，參考共計60位受訪者意見，並將問卷資料彙整及分析，提出有效提升品質之方案。在本篇研究中問卷統計資料顯示相關人員具備專業證照、政府機關定期舉辦教育訓練、加強完工後路面恢復及清潔、路權機關增加現場督導頻率及竣工後會驗接管與圖資更新有助於提升維生管線品質。並依問卷分析結果，提出維生管線品質管理之精進作為針對桃園市道管資訊中心系統、竣工管線測量與圖資審查、品質督導機制、教育訓練及維生管線施工廠商招標方式等，以期完善整體品質。 ;Since Taoyuan county government had elevated status to special municipality in 2014 and promulgated Road Excavation Management Ordinances in 2016. The next year, promulgated Road Excavation Construction Maintenance and established Road Excavation Management and Information Joint Service Center to improve all road excavation management quality, the repeat excavate cases reduced and sets the grade in excavation precision. This study collects laws and regulations, papers, journals about road excavation to organize and explain documents. To investigate critical infrastructure in the civil affairs office of Zhongli District of the quality management problems and common deficiencies in the construction process. Analyzing the current status to design a questionnaire for sixty respondents. By referencing the questionnaire results to propose an effective improvement plan. In this research, the statistics of the questionnaire shows that engineer have professional certificate, government agencies host regular education training, road cleaning after road completion, increase the number of supervisions and update the information of pipeline effective improvement the quality of critical infrastructure. From the point of questionnaire results to enhancement of the quality management of critical infrastructure about Road Excavation Management and Information Joint Service Center system, infrastructure measurement, the way of supervision and training course, construction contractor contract etc. to develop better quality.
