    摘要: 桃園升格後積極推動「路平專案」,以8年100億經費執行,並自2017年起配合「前瞻基礎建設計畫」之「提升道路品質」項目,擇定各區適當路段配合政策規劃,提報中央補助,並將已獲中央補助前瞻道路品質改善工程,納入桃園路平提升成果,結合既有歲修工作,讓桃園市民對道路環境改善滿意度大幅提升。
    而在少子化及逐步邁入高齡、超高齡社會之衝擊,提升道路品質計畫不再單以路平為目標,而是藉由規劃城鄉交通環境,打造友善的人本空間道路,營造具人性化、親和力、可靠性、舒適性及健康性的環境,並整合傳統交通建設,同時兼顧經濟、效率、方便、安全特點,進而大幅提升道路服務品質,達成落實全民照顧責任的願景。為建立提升道路品質計畫2.0,本研究以層級分析法、試問卷、專家問卷、驗證問卷等,透過業界專家、政府機關調查及訪談,建立提升道路品質計畫2.0的4個評估準則及9個評估項目之量化指標,再以桃園市政府獲補助之前瞻基礎建設案例進行驗證評分及分析。
    本研究所建立之提升道路品質計畫2.0量化指標中,節能環保與循環經濟指標之權重占總比例之11%,然而近年政策導向著重以永續發展、循環經濟與節能減碳為目標,因此本研究對循環經濟應用於公共工程的精進策略加以探討,對鋼質粒料氧化碴、瀝青混凝土刨除粒料、焚化再生粒料等應用於道路工程,加以分析工程特性及提出成效試驗成果,並以供料計畫書對再生材料之溯源管控,建立循環經濟管理平台,追蹤管理桃園市政府公共工程循環經濟材料之流向,冀未來公共工程能逐步提升節能環保與循環經濟之權重比例,以落實環境永續發展。
    從前瞻基礎建設,至循環經濟應用於公共工程,其有效執行之主要因素,包含最有利標篩選優良廠商,輔以成效式契約使機關之履約標的明確、促進廠商提升品質、賦予廠商創新與研發環境,進而節省機關支出成本。本研究透過量化指標導入並提出技術性與管理性之成效指標,就桃園青埔之部分道路,採用養護工程之成效式契約發包策略,已成功執行成效式契約執行模式,為日後推廣新發包模式奠定基礎。
    最後本研究以道路資產管理維護管理平台整合道路工程之相關操作系統,蒐整道路工程之歷史資料,建置即時化管理系統及協合平台,並得以運用其功能對道路進行養護需求之排序,整合養護道路為ㄧ成效式契約標案與工程預算編列建議,作為決策參考依據。
    ;Taoyuan actively promoted the road-smoothing project since it upgraded to a special municipality. The project implements with a budget of NT 10 billion in 8 years, and has cooperated with the Road Quality Improving project from the Forward-kooking Infrastructure Planning, 2017. Select appropriate road sections in each district to cooperate with policy planning and report to the central government for subsidies. Include the forward-looking road quality project that has subsidised by the central government, to the Taoyuan road-smoothing project result, and with the annual repair work, to make Taoyuan citizens satisfied with the improvement of the road environment.
    In the face of the declining birthrate and the gradual stepping into an advanced and super-aged society, the road quality improvement planning no longer focuses solely on road leveling. Instead, by planning the urban and rural traffic environment, creating a friendly human-oriented space road, creating a humane, affinity, reliable, comfortable and healthy environment, and integrating traditional transportation construction, while taking into account economy, efficiency, convenience, and safety characteristics, greatly improve the quality of road services, and achieve the vision of implementing the responsibility of universal care. In order to establish the road quality improvement planning version 2.0, this study uses hierarchical analysis, test questionnaires, expert questionnaires, verification questionnaires, etc., through investigations and interviews of industry experts and government agencies. Established 4 evaluation criteria and 9 quantitative indicators of the Road Quality Improvement Planning version 2.0, and then use the Taoyuan City Government to obtain subsidies for the forward-looking infrastructure construction case for verification and analysis.
    In the road quality improvement planning version 2.0 established by this study, energy conservation, environmental protection and circular economy indicators takes 11% of total weight. In recent years, the policy orientation has focused on sustainable development, circular economy and energy saving and carbon reduction as the goal. Therefore, this study discusses the refined strategy of the application of circular economy in public projects, analyze the engineering characteristics and put forward the results of the effectiveness test for the application of slag steel pellets, planed asphalt concrete pellets and incineration pellets, etc. Additionally, we use a material supply plan to trace the source control of recycled materials: establish a circular economy management platform to track and manage the flow of circular economy materials in Taoyuan City Government’s public projects.
    From forward-looking infrastructure to the application of circular economy to public projects, the main factors for its effective implementation include the most favorable criteria, selection of excellent manufacturers, and effective contracts. It makes the agency’s performance targets clear, promote manufacturers to improve quality, give them an environment for innovation, research and development, and save expenditures. This study also proposes technical and managerial performance indicators. For some roads in Qingpu, Taoyuan, the effectiveness contract execution model has been successfully implemented, using the effectiveness contract outsourcing strategy for maintenance projects.
    Using the road asset management and maintenance management platform to integrate the relevant operating system of the Taoyuan City Government’s road engineering and collect historical data of road engineering. Finally, established a real-time management system and cooperate platform, its functions is to sort road maintenance needs, integrate road maintenance into effective contract tenders and project budgeting recommendations, as a reference for decision-making.
