    Abstract: 本研究旨在針對「知識轉換四種模式:社會化(Socialization)、外部化(Externalization)、整合 (Combination)、內部化(Internalization)」整理出相關之原理原則,並利用電腦與網路的特性,設計與建置一個網路化的公文製作學習環境,此製作學習環境包含了五個功能模組,分別是:公文學習模組、公文製作模組、互動模組、管理模組、及工具模組。在公文製作模組裡提供五類型的公文寫作,讓使用者能夠客製化的在網路上進行寫作,在所設計的製作過程中,提供系統校稿及單位主管的評核功能,讓製作者達到寫作回顧(Reviewing)、反思學習,可以進一步去培養個人的公文知識基本能力。 線上公文學習課程提供使用者相關公文知識的學習,包含公文基礎知識、函、簽、公告、及公文用語等課程單元。學習課程各單元內容設計呈現方式,採用網頁互動式顯示,同時提供使用者一個簡潔易讀的學習環境,且能夠快速的找到學習資訊。 公文範本分享機制,提供一般員工及單位主管設定分享公文範本平台,促使公文知識的建立、儲存、累積、分享、應用等形成一個完整的循環,也造就了聚焦社群(Focal Community)的形成。 本研究實施於中華郵政組識學習實例,並由系統的統計數據、使用者問卷訪談評估結果可明顯示看出,公文學習與製作的結合,對使用者實質的實務經驗學習幫助很大,範本的再使用(Reuse),對使用者在公文的製作上,是符合使用者的需求和習慣,同時可減少使用者製作公文的時間。 The purpose of this thesis is to focus on four Knowledge Conversion Models (i.e., Socialization, Externalization, Combination, and Internalization) and arrange related principles and rules. Also, the thesis intends to design and develop a web-based official-document writing environment using characteristics of computer networks. This environment includes five functional modules, which are official-document learning module, official-document writing module, interactive module, management module and tool module. The writing module provides five types of official-document writing to let users be able to customize own writing process on the internet. In writing process, the environment provides system document-checking and evaluation function for department managers, so every writing learner can achieve writing reviewing, feedback learning and further promote own fundamental ability for official-document knowledge. The on-line official-document writing curricula provide users related official-document learning. The curriculum units include official-document fundamental knowledge, letters, signature-document, announcements, official-document terms and so on. In each unit, the content design adopts interactive web-based presentation types. At the same time, it also provides users a simple and easy-to-read writing environment, and makes users search writing information quickly. The sharing mechanism for official-document templates provides employees and department managers how to set up the sharing template platform. In addition, it forms a whole cycle to promote creation, store, accumulation and application of official-document, and results in the formation of focal community as well. The thesis has been conducted as a case study of organizational learning for Chunghwa Post Co.. By the statistical data of system and user questionnaires and interviews, the evaluating results clearly show that the combination of official-document learning and writing is greatly useful for users’ substantial learning experiences. The reuse of templates corresponds with the needs and habits of users in official-document writing, and simultaneously reduces the time spent on official-document writing.
