    Title: 整合AIS與海洋陣列雷達系統之航安應用評估

    Abstract: 政府於106年為加速臺灣產業轉型升級,提出「5+2」產業政策,其中「綠能科技」最具亮點,且根據國際離岸風電工程顧問機構4C Offshore統計,全球前20處離岸風能最佳場址多數位於台灣海峽,台灣發展離岸風電得天獨厚,不但能配合能源安全且可促進產業發展,為加速再生能源佔比的目標,由經濟部擬定「風力發電4年推動計畫」(106~109年),採「先示範、次潛力、後區塊」3階段的發展策略,目前已進入第2階段,其中有關離岸風電的興建及規劃已選定臺中港為建構產業鏈的產業專區,未來可預見風機施工與維護作業的開展,促使各類工程或運輸船舶進出港埠,甚至漁業船隻穿梭其間,勢必增加航道交通的擁擠,與此同時,行政院也針對行政法規調和,完備風電友善發展環境在進行,盡力維持離岸風電場開發區域之完整性,並兼顧航行安全與台灣本島港埠與航運之發展,因此展開海上風險管理與監控機制的研究也必需要被重視。 根據國際海事組織(IMO)發布「海上人命安全國際公約」,強制要求所有客船、航行國際航線總噸位300以上的貨船,以及非航行國際航線總噸位500以上的貨船應裝設AIS,107年為強化船舶航行安全,交通部擬修正「船舶設備規則」,要求總噸位20以上的各式船舶,均須裝AIS,因此,將更能精準掌握船舶航速、航向等動態資料。 本計畫係以離岸風電海域及臺中港與之間通聯潛力場址海域、航道做為系統研發之研究海域,擬以港研中心107年於台中港北防沙堤附近所建置之陣列雷達觀測系統,自雷達回波開發船艦偵測技術,並與既有之船舶自動識別系統(Automatic Identification System, AIS)進行整合,建置船舶資訊資料庫,開發整合展示資訊系統,研發成果期能強化監視區之航行安全,以提升港埠與航運之發展。 ;The on-going constructions of the offshore wind farms in the vicinity of Taichung harbor has great potential to fulfill the needs of green energy development of Taiwan. During the construction period from 2019 to 2025, the rapid increases of the maritime engineering activities will significantly bring impacts to the busy navigation management of Taichung Harbor. For safety maritime navigation purposes, it is essential to build up a less-flaw system, which combines the current AIS (Automatic Identification System) system and the latest OTH (Over the Horizon) radar system, so as to enhance cargo ships/ working vessels detection, monitoring and control. The aim of present project is to initiate the technology development of sea object identification using OTH High-Frequency radar signals. The radar signals will be provided by the IHMT newly established (Dec. 2018) LERA radar station north of Taichung Harbor. This radar system is a 16 elements linear array Rx antenna working at 27.75 MHz. Algorithms of object detection will be developed and applied based on the Level 1 product - the Doppler-Range Spectra, and the results will be integrated into the current AIS data base system. Comparison and validation of radar results will be carried out. Moreover, ship navigating safety and port usage efficiency parameters will be analysis using queuing theory. Results will be provided as reference for future appropriation of the ship routes and port management of Taichung Harbor.
