    Abstract: PPP(Public-Private Partnership)建設模式在移轉過程潛藏各式各樣的風險,然而技術性能風險卻因為案例較少、缺乏實際經驗,成為實務關注的盲點。如果PPP模式之高速公路建設,在營運期屆至廠商將要移轉公路所有權予政府時,而政府對路面品質又無法嚴格監控,則移轉前,廠商可能為了降低成本,而忽略安排大中修,轉而採行塗脂抹粉修飾之簡單養護,最終將造成用路人之重大權益損害;更將大幅調工公路之總生命成本,而造成钜額政府預算負擔。本研究擬以大陸浙江省高速公路為例,就技術性能風險展開深入研究,尋找客觀的檢測標準用於道路性能評估,以建構PPP建設專案移轉階段之技術性能管理指南,供政府操作參考。;The PPP (Public-Private Partnership)construction model has a variety of risks hidden in the transfer process. However, the technical performance risk is a blind spot of practical attention because of fewer cases and lack of practical experience.

    If the PPP mode of highway construction, when the operation period until the manufacturer will transfer the road ownership to the government, and the government can not strictly monitor the quality of the road, actually before the transfer, the manufacturer may ignore the arrangement of large and medium repairs in order to reduce costs.

    The simple maintenance of the application of the smear-coated powder will eventually result in the damage of the major rights and interests of the passers-by; the total life cost of the road will be greatly adjusted, and the government budget burden will be borne by the government.

    This study intends to take the highways in Zhejiang Province as an example to conduct in-depth research on technical performance risks, and to find objective testing standards for road performance evaluation, in order to construct a technical performance management guide for the PPP construction project transfer phase for government operation reference.
