Abstract:	本研究立意於探討「零傷亡願景」策略之推動，主因為我國中小企業因未持續性降災而導致安全績效無法提升，然根據研究，治本的方法就要從落實執行面著手做有效的「職安衛管理」，從加強知識、提升動機到培養群策群力的預防性理念。有鑑於此，本研究認為在資源短絀的台灣中小型企業尤其需要高階主管領導的投入，將職安衛問題追本溯源的改善，因此推動「零傷亡願景」(Vision Zero)作為最佳提升職安衛安全績效的策略，利用「零傷亡願景」之靈活性佳之特點，提供我國中小企業可量身訂做合適之職安衛管理策略，研究方法包括文獻回顧、問卷施測及高階主管領導訪談等方式，就差異分析結果之現況執行困境構面為重點，提供管理領導階層更具精確性、適切性及持續性之策略建議方向，更為預防性安全文化往下紮根。;According to the occupational safety and healthy problems in Taiwan involve employees of small and medium-sized enterprises (SMEs) annually. Realizing the importance of prevention and the difficulty for SMEs to implement a full-scale management system，The best solution will be the Vision Zero embraces seven Golden Rules with leadership and worker empowerment at its core. This study attempted to explore the feasibility of promoting Vision Zero to Taiwan’s SMEs.
