    Abstract: 近年房價居高不下,就業青年及學生等最常見的居住模式,莫過於在外租屋,產生大量租賃套房需求,因此許多住宅建築物紛紛改建為租賃套房收取租金,這些建築物經過裝修後建築結構及內部裝潢材質對火災之防範發揮有限,且消防設備也因增建而產生不足,一旦發生火災往往會造成大面積的燃燒且建築物擅自區隔使逃生動線不良,易造成重大人員傷亡及財物損失。本文彙整文獻、法規、災例,並至新竹市金山街一帶租賃套房實施安全訪視調查,歸納租賃套房之火災安全風險評估應用之重點項目為:租賃套房安全、人員避難逃生、租賃套房組織與管理、租賃套房居住特性與搶救等四大評估項目,再與日本特定建築防災性能與本國消防署推動消防風水師檢測項目進行逐項比對分析,以確認本研究指標的相容性與重要性。
      本研究利用D.R.U評估法與風險評估概念進行危害分析,以建立一套簡易可行之檢測方法,讓政府相關單位未來能便於使用推動,及建立火災風險資料庫,以提供地區風險即時評估,冀期對住宅火災發生次數能有效下降,如此,可減少社會成本損失與避免不必要的家庭悲劇。
    ;In recent years due to hike in housing prices, most university students rent their own houses or apartments as a mode of accommodation. This caused a rise in demand for rental suites in the market. In turn, this led to many buildings to be converted into rental suites. After these buildings are renovated, the new building structures and materials for interior furnishings often have a limited capability to prevent fire. Furthermore, there is also a lack of fire protection equipment as it is unable to fully cover the increased building area. In the event of a fire hazard, large areas of the building will catch on fire. The unauthorized room separations within the building also increases the difficulty for residents to reach emergency escape routes. These reasons easily lead to high casualties and major property damages. This thesis summarizes articles, regulations, and case studies to conduct a safety inspection survey on the rental suites in Jinshan Street in Hsinchu City. The results are compiled into four major aspects to assess when evaluating fire safety risk within rental suites. Rental suite security, evacuation, rental suite organization and management, rental suite characteristics and rescue. These factors are then analyzed and compared with Japan’s “anti-disaster architecture characteristics” and Taiwan Fire Bureau’s designated Feng Shui Master recommendations, confirming the importance and compatibility of this research.
    In this study, we use the D.R.U rating method and the risk assessment concept to carry out fire hazard analysis. The goal is to create a simple and feasible analysis & evaluation method for government agencies to use and promote in the future. This will allow as an easier establishment of a standardized database on fire hazard risks, providing instant regional risk assessment. This will effectively reduce the number of fire occurrences in rental suites which is able to help decrease economic loss and avoid unnecessary family tragedies.
