公寓大廈隨著國人知識、生活水準漸漸提高,設施型態日趨複雜下,住戶所追求生活品質也日益提升,公寓大廈的常態性服務,如總幹事、保全、清潔及設備維護檢修,為大部分社區基本需求之服務,服務品質好壞對社區住戶皆有直接的影響,故社區如能遴選出最適合之管理維護公司,對於社區居住品質將有所提升。 本研究透過文獻回顧,彙整現行公寓大廈招標階段作業程序,並實地訪查社區,以瞭解招標作業現況及分析其所遭遇之困境。透過訪談實務專家及管理維護公司,彙整各方建議,建立出公寓大廈常態性服務作業要點,該要點利用清單框架,檢視有功效的需求,指引社區,盼能藉由共通文字及社區和服務廠商的共同觀念、條約落實契約的精神找到解決的途徑。 Apartment-dwellers are always seeking for better quality of living in light of increasingly living standard and complex facilities of an apartment building. Regular services, such as facility maintenance, cleaning and security, are basic for most of the apartment dwellers. The quality of services has a direct impact on dwellers’ life. It is, therefore, important for an apartment building to select a competent facility managing agent. This study tried to compile the entire operational procedures of inviting bidding for managing an apartment building on one hand, and to interview the community committees to analyze the status quo of bidding procedures on the other hand. The study tried to draft the key points of regular services for an apartment building by interviewing specialists and managing agencies in the relevant field. The key points provided a checklist for examining the effective requirements from the community. The problem of how to select a competent managing agency can be resolved by fulfilling the essence of common interests between the community and the facility managing company.
