    摘要: 若城市交通運輸量已達飽和,想以更便捷、更大量和更適當的移動,以地下隧道之新交通運輸系統將成為最佳選擇。屬侷限空間的地下隧道施工,更須注意施工過程中之如照明、通風換氣…等安全管理。潛盾隧道(Shielded Tunnel)施工相較於傳統隧道採用之擋土鋼支堡、炸藥開挖等,需要較低人力、較少施工空間及無需使用危險物,由預鑄環片組成之隧道也較現場混凝土澆鑄的施工品質更高。使用潛盾隧道施工法,且可以大幅縮短施工時間。然而,如潛盾隧道施工之先進的施工方式仍不能免除可能發生意外事件的高風險。 本研究目的在於評估潛盾隧道的風險和分析意外事件的原因,並提出風險管控方式以避免危害並降低風險。本研究資料取自國內自2008年4月至2010年4月之興建中某潛盾隧道工程。研究採用風險矩陣評估風險:定義主要施工項目中之危害嚴重率和可能發生頻率,進而找出高風險危害作業項目進行分析並提出改善建議以降低風險。 本研究希望提供未來潛盾隧道施工之有效及具體的風險管控方式參考應用。 Demand for underground mass rapid transit systems has been on the rise in most metropolitans because of high land prices and limited land availability. Underground construction projects pose different kind of occupational health and safety hazards as compared to ground level projects. Equipment and working conditions in underground construction sites make safety and risk considerations more important. In addition to uncertain ground conditions, construction activities in congested or confined areas give rise to different kind of hazards. To protect the safety and health of personnel involved in tunnel construction, emergency power supply, hazardous substance detectors, ventilation system, lighting, fire fighting equipment and operation surveillance system are provided. However, fire and explosion, falling object, collapse of structure, depletion of oxygen, falling from height still contribute to accidents in all shield tunneling projects in Taiwan. The purpose of this study is to evaluate the risk potentials and to analyze the causes of accidents in shield tunnel construction projects. Factors considered in the risk assessment process such as accident type, frequency and consequence of each accident are obtained from an accident data base, collected for a Taipei Mass Transit construction project from April of 2008 through April of 2010. Risks are evaluated using the risk matrix method. Risk control systems are proposed based on the results of risk assessment.
