公共工程所引發之工程違失態樣繁雜，為方便工程採購人員吸納及學習，將常見之違失態樣結合相關行政法規、工程專法概念加以分析實有其必要性。本研究蒐集監察院公報之糾正案、公程會之解釋函與政府採購申訴案，歸納並整理出能夠提升工程人員法律知識之內容，將其系統化並建立可供工程採購人員自我學習之知識庫，以協助各方面相關人員可隨時參照，減少不必要之公共工程採購人員違失，增進工程採購之效率。 The aim of this work is to compile the lessons learned in all illegitimate actions in which government officials are found defective in the history of public works. This work argues that such lessons can be systematically organized into a clear framework of knowledge base by searching and collecting the Control Yuan’s communiqués, issuance of public annoucements of Public Construction Commission, and the bills of the procurement of public works. Through the aide of user-friendly expert system interface, officials in all public work agencies can easily comprehend and employ such a knowledge base. Based on these lessons learned, mistakes that once exist can be avoided, unreasonable settings of regulation ratified, and disparities within governmental bureaucracies fixed. The merit of this work is the compilation of an enormous knowledge base, the introduction of a user-friendly search engine interface, and concrete suggestions concerning streamlining hundreds of announcements by Public Construction Commission. The outcome of the work may also serve as the stepping stone for a wider scope of system development.
