    摘要: 摘 要 軍事工程的良窳,直接影響國軍人員、武器裝備妥善及整體國防武力發揮,國軍自民國八十八年以來,其各級部隊組織編裝調整及人員裁撤,使得國軍各營區設施維護管理不易,進而影響部隊本務工作,近年來由於世界經濟衰退,政府預算縮減,導致國防經費逐年緊縮,加上國軍裝備老舊汰換,使軍事工程投資預算大為減少,為維持國軍部隊正常運作,使預算充分發揮,本研究計畫將針對國軍軍事工程執行現況,就「設施修繕維護」層面,將年度各項預算、所需整修營舍、歷年整修內容及限制條件等因素納入考量,運用最佳化理論構建模式及數學規劃套裝軟體(LINGO 7.0)求解模式,並藉由電腦快速的運算能力及國軍現有營產設施資料,撰寫一套快速、全面、有效、客觀的運算程式系統,將國軍各級部隊龐大、複雜的營區營舍,做一有效的管理整修計畫,做為營區指揮官參考依據,確保營舍使用壽期正常發揮。 本研究以「聯合後勤學校」為研究範圍,將現有「房屋中文清冊」內之相關數據作為變數及參數,並依據年度編列預算及執行慣例,作為相關限制條件,依其營舍種類、整修面積、預算,律定其權重計算投資效益,建立一套數學最佳化模式,求取最大之整修效益,並針對影響效益變化之重要關鍵因素(如預算、權重、整修限制等),作一敏感度及方案分析,探討內部數據變化情形,以利適時檢討修正,使其模式得以廣泛運用。 Abstract The optimization of military projects could affect directly military personnel, weapons equipment and the overall performance of the country’s defense. Since 1999, troop levels have been adjusted and reorganized to meet the project which has caused difficulty in maintaining all units of the military forces, and also affected the overall working of the force. The Government has cut budgets due to the global economic recession over recent years, hence every year the defense budget gets tightened. Moreover, the cost of replacement of old armaments makes the investment budget available for military projects suffer a significant reduction. In order to maintain the normal operation of the military forces, and to make effective use of the budget, the research will focus on implementing military projects, taking the annual budget, military bases to be refurbished, renovation list from previous years and renovation restrictions into consideration This research will use optimization theory and mathematical programming application infrastructure software (LINGO 7.0), relying on fast computers, the military capability of existing facilities information, to write a set of rapid, nationwide, effective, objective programming instructions. National army troops effectively belong to a huge and complex camp, so effective management of a refurbishment program is necessary to enable the camp commander to ensure that the camp functions effectively. This research based on combined logistics school uses the data of the existing inventory of housing, annual budget allowance and the practicality of implementation to evaluate the weighting of investment benefits according to the type of camp and the refurbishment of the area and budget. We will establish an optimization model to achieve the greatest benefits of the renovation. Program analysis will be used to examine changes affecting key factors (such as budget, importance, renovation restrictions, etc.), in order to facilitate a timely review of amendments to the program models.
