我國已於民國91年元月加入世界貿易組織(World Trade Organinzation:WTO),在面對國際開放競爭市場的衝擊下,傳統的營造工程管理已不敷當前之需求。有鑑於此,如何提昇營造管理技術及建立良好的品質管理系統,乃為營造業者經營管理的重點。在工程執行過程中,透過良好的管理系統,不斷的監控、改進與回饋,精進管理品質,才能有效的提昇企業競爭力,免於走上被淘汰的命運。 為了協助營造業提昇營造管理技術及建立良好的品質管理系統,本研究係以ISO9000’S品質管理系統標準之各款品質要求為基準,探討台灣地區營造工程契約履約管理模式及國內中型營造公司現行物料採購系統與現場物料管理作業系統;因應營造工程之專案特性,針對專案工程物料管理系統,建構出ISO文件架構模型及施行細則,提供營造廠商實用可行之參考模式,便利廠商參酌修訂成自身適用之物料品質管理系統,供ISO驗證及實施。 As our government joined the WTO (World Trade Organization) in Jan. 2002, which faced the concussion of an international competitive public market, conventional construction management is no long applicable to present demands. According to this, how to improve construction management technologies and to establish fine quality management systems, which should be the key points to the managers of construction industry. During the process of construction, only through fine management systems and by unceasing surveillance, improvement, feed back plus refining upon the quality of management, can we efficiently improve industrial competitiveness and avoid the fate of being knocked out eventually. In order to give assistance to construction industries to improve construction management technologies and to establish fine quality management systems, this research is based on each and every requirements for quality of ISO 9000’S quality management system standards, it probes into the constructional “contract and contract-performing” management mode in the Taiwan region, also the existing materials-and-supplies purchasing systems and on-the-scene materials-and-supplies management operation systems, which are under the domestic intermediate construction companies. They correspond to the project characteristics of construction engineering that aim at the project engineering materials-and-supplies management system and establish “ISO documentation frame model” along with their detailed rules of enforcement that supply construction industry owners applicable reference models that provide convenience to the industry owners to deliberate with the revise of their own applicable materials-and-supplies quality management system for ISO to test them, certification them, and to carry them out.
